Well she is not that evil considering she said she wanted to keep the people alive even if it they were changing to White Zetsu. I mean nursery is the last thing I want to hear from someone who is pure evil.

Kaguya can't be talked no jutsu'd if she was always evil. Talk no Jutsu is like a repentance, realizing the errors of your evil ways and joining back with the good guys. Any villain that has ever been considered good or a protagonist in Naruto can be talk no justu'd, even
Madara. Kaguya on the other hand can't join back with the good guys if she wasn't never good in the first place.
