you could also say that a serial killer saves a granny from being overrun by a bus and then gets a run for president, yet gaara still became the kazekage so no sasuke shall become hokage

gaara is a different case. the only time it seemed he killed was out of self defense, at least when it comes to sand ninjas. he hadn't done anything like sasuke, and thus can't be held in such regard. plus there the whole thing with gaara being head and hills more powerful than any ninja in the sand. sasuke has almost zero respect around the ninja world, that includes konoha. no one would vote for him to become hokage. somebody has said in this thread Kiba>sasuke for hokage. thats actually very accurate as kiba has a better chance of becoming hokage before sasuke, not because he's stronger, but because he's not a criminal. it's as simple as that.
