Kakkshi teleported or used kamui for killer bee to use bijudama against juubi.He is still can do some thing dangerous again and again.So he can come close to jjubi.The reason why Obito can't use kamui is because if used the attachment to juubi will broke.

I think if he do that a lot of chakra will waste and control over juubi will lose.Madara will become the boss of juubi.I am pretty sure Obito don't trust Madara.
