i read the rules carefuly this time....but it doesnt say i cant create a custom bio it just says i cant create a custome clan

That's what he meant, he just made a typo. Everyone can make a custom bio, but only people of sage rank (not kage) can make custom clans.

Either way do what he says as otherwise I'm not going to approve this.
