If Zabuza was alive and Mei Died vs Madara would he be the best Mitzukage Candidate

Imo Zabuza is an elite jounin, after the 3 year time skip if he was still alive and he progressed he would easily be Kage Level. Obviously he's a Missing Nin but if he learned to care about the village he would be a powerful Kage who could protect the now very weak village. Zabuza could learn alot by training with certain ninja like Mei, Kakashi, Mifune, etc. Lets be honest here Chojuro is a fodder compared to zabuza he would be butchered.
