Maybe Kumo or Konoha. Konoha seems to get attacked quite often, so Kumo appears a bit safer since it's buildings are quite high from the ground and has mountains for protection.

As for jutsu, I wouldn't really care. I'd probably choose between Lightning or Fire techniques, along with kenjutsu.
