Maneki-Neko no Jutsu (translates to beckoning cat, it's a Japanese term for good luck if I searched correctly).
The user of this jutsu can do one of two things: take the good luck of somebody else or give good luck to others. Now if the user takes good luck, the victim will receive bad luck in its place, and if the user gives his/her good luck away, the user will receive bad luck instead. So let's say a random bystander's about to get hit by a fire ball, the user can make luck stop the innocent from being hit, but since he has bad luck it might end up hurting himself for whatever reason fate decides. And vice versa, he can save himself by hurting others. This luck also adds up, so if he takes luck from 10 people but only saves 1 person, he's still pretty lucky.
Two flaws to this jutsu: if he takes/gives luck to somebody, he either gains or loses it back once the victim dies. Second, luck isn't a permanent status in this case. It decreases or increases by certain events that would either put you worse or better than what would've happened under equilibrium.
