It's all circumstantial. Some are and some aren't. The ones that fall under the curse, are either driven by hatred and vengeance(Sasuke) or loyalty and nobility(Madara).

Some desire power, which leads them astray(Sasuke and Madara). Some are born with it, but it leads to their doom anyway(Itach and Shisui).

All Uchihas though, share two things in my opinion. All are arrogant in their abilities, and they are all betrayed at one point or another and in more than one way, a really good example of this is everyone, but especially Obito.
