If you made a New Naruto Manga

If you were to create a new spin off to the Naruto Manga, which village would you base your story in and why?
(Please leave a detailed answer if you please)

I would chose the Village hidden in the rain, because I just feel like there is so much potential for stories taking place there. The seemingly never ending rain, the industrial setting, all just seem to demand a story to be told there. I was really disappointed that we saw so little of it in the manga and anime.
