I wouldn't consider them canon.

Many manga artists will draw new characters for their respective anime, anime movies and even games base on the series.

So simply because the author draws them doesn't make them canon.

If you had to remove a character that will not affect the plot or affect it a little bit, who would it be?

For me it'll be Kiba. I love him as a character, but he barely did anything in the manga.
Notelease try not to bash the characters you say, cause you'll rustle some jimmies.

You guys do realise that of the three times Kiba has been assigned to tracking Sasuke he has found him all three times right? Some of these times he tracked Sasuke from a different country.....

O/T: Not that I dislike the character but I would get rid of Sasuke. Kishi's editor felt like Naruto needed a rival so Kishi added Sasuke to the story just before it started. I would be interested to see how the series would have evolved without Sasuke...

I don't expect side characters to be significant enough to move the plot forward all that much. Instead I base it on which character has more uses. I wouldn't get rid of Kiba for his nose or Shino for his insects that can preform multiple tasks, but I would remove a character that either is only there for no reason other than just being there or whose abilities are out shined by someone else.
