You do know that the bombs have to drop from the sky and even then, running at only 8000 mph would leave you capable of outrunning the blast radius of the most powerful H-Bomb ever deployed in less than 30 seconds.

A shinobi with RSM or RG can get out of the blast radius or blast it backwards with Shinra Tensei, increasing the amount of time to get out of danger.

The question is simple - do you obey laws cause you:
a. Find them appealing, so you see no reason NOT to.
b. Find them fitting for any decent society, so you see no reason NOT to.
c. Find the police and/or army being the only thing stopping you from NOT to.
Obviously, for a. and b., the answer doesn't rely on how powerful YOU are, cause in the end YOU decide to follow them anyways.
For c., who's there to STOP you now?
Though I do agree that in Narutoverse vs Nukes (and Biological Weapons), Narutoverse dies violently in the end anyways.
Unless you can use Kamui AND Izanagi limitlessly, of course.
