I'd choose between Urahara (Bleach), Lawliet (Death Note), Lelouch (Code Geass), Vash (Trigun), Laxus or Erza (Fairy Tail).

Lawliet will be ideal, in case of a tactical leader during war/crisis time. Lelouch or Laxus will be great, if I'd want a Hokage who'd like to take the village to highest summits. One got brains and will to be on top, while the other got raw power and ambition to be on top. Urahara, though I watch little of Bleach, seem perfect Hokage material. Same about Vash. While Erza will make a great one, in line of previous Narutoverse Hokages - as she's badass and someone who'd fight till death to protect what she cares about.

That being said, it's a position that's mostly fit for only shounen anime characters; not really any anime series.
