Kin and Gin event had to have happened before Madara took control of Kurama meaning Kurama had time to restore his chakra since was see Yang Kurama able to restore full in like 30min-1 hour. Unless there's a use of a sealing jutsus, I'm sure all Bijuus can replenish their chakra.
