- Those that do not have counters to another's arsenal/abilities.

The correct definition you posted really doesn't make a difference to the whole base as the word still going to be used. More feats for the main characters will be shown later, creating a bigger gap. That's the reason characters like the Akatsuki, Seven Mists Swordsman, other side characters with less screen time are severely underrated. Characters without a lot of screentime or current relevance are considered fodder here.
