Well if it's "bending" like in Avatar Aang it would be water.

But in Naruto, where elements are usually for combat purpose only (bursting water out from mouth, eek), I'd prefer Lightning.

Hope you get what I mean lol, controlling water, freezing, would be fun in real life. While lightning can only hurt.
