well that proves how bad he is if he knows all and can perform all , but still lose to edo weaker 33 % Hashirama/Tobirama & Orochimaru if he knew them through his youth and Orochimaru's youth.
You have to take the words for what they are then , and it says he knows the jutsu that EXIST in Konoha .. EXIST= PRESENT tense. Kotoamatsukami wasn't in the PRESENT of Konoha during Hiruzen's "knowing all jutsu that exist in konoha" hype.
As you could see he is overly emotional like an Uchiha and then some, because he often drifts into depression and hopelessness in the heat of battle so he could never win unless his opponent gives him the opportunity.
Also he doesn't know all because he called the RDS Minato's jutsu and Minato didn't come up with it. He should have known it before MInato did , but he was taught it by Minato.
Susanoo is chakra projection of own user unlike so it makes sense that it doesnt rely on eye.
