No no no no no. Raiton does not beat Suiton.

Raiton beats Doton beats Suiton beats Katon beats Fuuton beats Raiton. Nothing in there about Raiton beating Suiton, and if you think you have a logical basis I'm telling you your logic is deeply flawed.

As far as the original question goes, I'd say this match is about 50/50.

He is the right hand man of the Raikage(probably the next raikage), and has a good kekkei genkai (RANTON (storm style). He manipulates lightning and water style and also the third raikage's black lightning. Above all he has good chakra reserve and stamina.
If you have not realized, lightning beat water and earth.
Wood is not and exception; if you recall at the beginning of shippuden when sasuke used chidori nagashi against his mokuton, he dropped.
