The DNA thing could support an existing sharingan possibly.

REMEMBER DANZO HAD UCHIHA DNA WITH IMPLANTED BY HAVING SHISUI'S ARM, and he did not develop his own sharingan.

However if the DNA is implanted into someone with incredibly strong chakara/spirit it may be possible for that person to awaken the sharingan or a weaker version of the sharingan.

If hashimara had uchiha dna implanted someone of his power could be capable of awakening a sharingan. It's definitely possible...

This is really a question you should ask orochimaru or kabuto.

If the person who possess uchiha DNA has access to someone who is skilled in medical ninjutsu then all sorts of stuff can happen. If someone has 90% uchiha body (minus sharingan) and 10% of there own body and you hand that person over to orochimaru....all sorts of stuff can happen...

Im saying if orochimaru has access to an uchiha DNA/uchiha body he can make a lot of stuff happen.
