Kakashi. He's the best at fundamentals, and actually teaches you based on your innate abilities. All jman taught naruto was rasengan. None of hiruzen's tech's are reflected in his students and the sannin mainly take their jutsu's from their summons..training under sages.
Minato taught ftg to genma but we saw how that turned out... kakashi and oro are the only teachers in which we see true development from their students. Everyone else went to train on their own. Via some sage or something.
