Whirlpools aren't developed by wind. Both logics are broken. Naruto'd technically need Rinnegan with water to create a whirlpool then.

OP: Doesn't really matter, Naruto only has one Jutsu with his only chakra affinity, I think he should brush up and develop new Fuuton techniques first.

It sort of is, because two currents or tides must come collide together from different directions, and those currents or tides can be made from wind. Wind is actually a by product of gravity and gravity effects water

And flowers and plants are born from soil and water,sun only serves as food.

Wind currents have no effect on ocean and tidal waves creating whirlpools. Wind is only affected in certain instances if water by uses tidal crashes. He'd technically need Rinnegan to create whirlpools due to Gravity effects.
