2.Maybe he was protected by Kagami or his Father and was entrusted by father of Kagami
3.Maybe Hashi told him to train Uchiha that would not look racist.
4.Maybe Tobirama tried to Understand Uchihas or show them ther path.....
5.Maybe He killed Kagami We have seen them together only once The last time......
6.Maybe Kagami was part of Hashirama students And just in the forest they wher joining Tobirama......
7.Maybe Kagami Was The beast student or something like that.....
