Kakashi does not have a large enough chakra supply to use them both effectivly.

Tobi does. However Tobi could have killed Kakashi whenever he wanted to yet he doesn't.

Tobi doesn't kill Kakashi for yet unknown reason. Kakash is afterall the only one who could defeat him except from Konan.
