It means Tobi developped MS with it in order to use that version of Kamui, and if he has MS, it means that the one who takes the MS of the other between Kakashi and Tobi would become really overpowered and arguably be the strongest MS user ever, even stronger than Tsukiyomi, Amaterasu, Susanoo users.

Just to make a sort of comparison here:

• - Tobis jutsu is even a better defense than Susanoo, since there are multiple methods to counter Susanoo when to touch Tobi, you can do nothing except waiting he teleport back his body in the real dimension
  
• - Furthermore, Tobis jutsu can teleport you when he touches you in close range
  
• - In long range especially, Kamui is the best attack of the manga(databook or even the manga says something like this). In the contrary of Amaterasu, you need no time to activate it, it's instant, plus it covers all ranges when Amaterasu can only be used between 0 and 5meters

So a Uchiha who awake his both Sharingan into MS like Obito for example, would have been able to be untouchable in a fight, kill someone from far distance with a kamui, teleport someone in close range.

That's really near to be the perfect Shinobi in the manga with relativ no weaknesses

Genjutsu is not weakness for a Uchiha who develop Ms. Even a Uchiha with normal sharingan can possibly counter it(Sasuke for example)Like Itachi said himself his tsukiyomi won't work in this case

I have only one problem with this. Tobi has never used Kamui at long range. We only ever see him absorb through his right eye in the opening of his mask. I agree it is arguably one of the best range attacks but I don't think he is capable of it at range. Still has the best defense though

I never said Tobi could use Kamui at long range. I'm not even talking about Tobi alone here since Tobi has only one of the dojutsus full power. I'm talking about a Uchiha user who has his MS in both eyes, like Obito for example. If he had developped his both MS, he is the one who would have been really overpowered

2. The fact that Tobi's jutsu is almost the same as Kaumi is amazing proof because if it is Obito then sharing the same eye, they both can use a more incomplete form of it. Tobi can use it on himself and Kakashi can use it in self defence, but not being an Uchiha he hasn't mastered the Kaumi perfectly like Obito can, remember Itachi telling Kakashi, "You've mastered it well for not being and Uchiha" ?, "well" but not perfect. Kakashi has the first power Mangekyō Sharingan, Tobi has the second, but no one has the third, susanno, why? because Obito's eye was crushed, he got another one, and it wasn't capable of Mangekyō Sharingan, he ordered the Uchiha slaughter (not the entire reason, but we all know he cashed in on it.) throuth playing on Itachi's emotions and was desperate to find one that worked, and honestly I believe Mandara found him in the rubble and gave him a hatred for the Uchiha since he was also refused by his own people. Lastly lets examine from a writer's view. If Tobi is going to be known character when the mask comes off, the writers have to make him impressed on your mind in such a way that your like, "Holy crap, I know him!, but never suspected it! even though it was obvious." Thats why the special was done and Obito has been re mentioned so many times!

It tends to show that it might only be Obito because he Tobi is giving that similarity and the teleportation jutsu, but how comes his is stronger than Kakashi's? And how can Obito be Tobi, if Tobi is older than Kakashi?

He SAID he was Mandara, no one really knows Tobi's age, no one even knows exactly when Mandara died because he awakened the Rinnegan shortly before his death, and he never used it at the Valley of End, so he very well could have come in contact with Obito long enough to corrupt him and train him to fully master his visual Jutsu. So Tobi could be Obito age wise. 2. Once again, the two power's of MS could just be different forms of Kaumi, or I have another theory, so (a.)either both are telleportation Jutsu, like any two powers one will always seem less useful as another, but both bring about amazing results if used right.Or (b.) Kakashi just hasn't learned how to master time-space Jutsu to Tobi's extent.
