Who would be a good leader based on their skillset. Defending the genin is a must so take that into account as well. If you wish pair them up with Genin from part 1 to make a team.

No doubt in my mind is Itachi. He would care for his team. He is one of the rogues that have feelings.

kisame did have a team i believe.he killed them 4 d sake of his mission.
sasuke and suigetsu is already part of a team.
oro also was a part of 3 man squad.As well he had given various bright shinobi like kabuto,sasuke,karin and sound village shinobi(in part 1).
deidara,sasori,kakuzu doesnot care about anyone else.
kabuto only bcum part of a team if he need something from them much like oro.
so Itachi,Sasuke and Suigetsu hav good chance.

imo itachi orochimaru and kabuto would make some good ass team leaders
