If there was a Shionbi who knew every Konoha tech, where would they be in the Top 10?

huh! people even after including KKG that person will be top 5??? Lolz lets say madara has rinnegan, and all sharingan jutsus(kamui,amaterasu etc) + mokuton+ SM + ftg variants + all elemental techs and so on....! with enough chakra it's top of the list...! i don't see how even Sage beats that person...!

Sakura can, no really she has the perfect chkara control for it all she need to do is know how to use it. Assuming they are generic.

Hiruzen knows and is able to use every Konoha technique. I consider him top 10 material. Majority of the base does not enjoy having an old man on the list though.
