first we all know that they were provoked by madara to revolt otherwise they were happy doing their work.....

but before hand if someone brought the Uchiha to a fight the other guy brought the senju

and do we know they were happy being the police of the village? I know madara prompted them but you can't build a revolt on nothing they would have to still want to take these actions regardless

the senario u r presenting is atleast 50 years back.. i don't see any uchiha besides madara of that time... and hate is a thing which you can ignite by the slightest incident.......we just don't know... i haven't seen the uchiha police force in kuubi's attack on konoha so who knows may be you are right...
