the fourth raikage was really within nagato level of power when he was first shown, if looked at his abilities it obvious that he would beat most people for his speed like how minato uses it but that not all, what he had was incredible strength at tailed beast level's and reflexes like the sharingan because of his lighting armor it enhances everything.
be honest sasuke would have died if the raikage landed on him another blow of the raikage nintaijutsu would have knocked out sasuke, even a chop from his lighting armor damaged the susanno the next move was going to finish sasuke many people said it wasn't smart but sasuke is the one that he thought killed his sibling he would have killed sasuke by what ever it took, naruto does the same thing in his fights he does risk's like some of the other character but the raikage is compassionate.
basically what made the raikage feared was the lighting armor and his special nintaijutsu at his tailed beast level chakra this combo would kill almost everyone in their world unless your space time user, the rinnegan against the raikage would be a 50/50
the rinnegan does not overpower the fourth raikage,
deva path shinrai tensai would not be enough to finish him, he can survive the blow to his unique stamina and lighting armor his defense is incredibly enhance even chidori which is suppose to penetrate threw every target was like noting to the fourth raikage, he can just use the interval to his advantage.
chikabi tensai a could obviously target the opponent before he releases that ball of gravity to the sky but even if the opponent manages to do it, the raikage could just attack that dense ball repeatedly and all the rock coming at the fourth raikage would break against the raikage shield and it's even more in the fourth raikage's favor since earth is weak against lighting.
asura path this is not stronger than the fourth raikage in pure strength the raikage would break this machine he would even outrun it.
human path- if you don't have speed your not going to touch the raikage he would just beat you down.
animal path- all summons can come at once the raikage would just use his speed to the advantage and just punch the summoning like what he did to jugo and sasuke
nakara path- if you rely on this than a would just pound you down.
so with the rinnegan i don't think the raikage with two arms would be outmatched against a rinnegan user like nagato or six path of pain because of the raikage lighting armor and nintaijutsu
basically without both arms the raikage doesn't really have the nin taijutsu that he can use like his wrestling techs that he has shown so now with his fight against madara he can only use his weaker arm and not his nintaijutsu skills that he was feared for and can only use straight attacks like what onoki and the raikage combo relied on so the raikage with both arms would probably do more damage and beat madara more to a pulp than what has been happening now.
the only thing that I see that is really keeping madara alive is his susanno which is actually known to one of the most superior defense like the third raikage's lighting armor.
