As a draft the weakest nation should get to choose first due to their lower military strength
Iwagakure
The second fanbook gives Iwagakure a population size of four out of five stars, a military strength of four out of five stars, and an economic strength of two out of five stars. Along with Kumogakure, it has the greatest military strength of the five main shinobi villages.
Sunagakure
The second fanbook gives Sunagakure a population size of two out of five stars, a military strength of two out of five stars, and an economic strength of two out of five stars. This gives it the lowest overall score of all the five main shinobi villages.
Kirigakure
The second fanbook gives Kirigakure a population size of two out of five stars, a military strength of three out of five stars, and an economic strength of two out of five stars.
Komogakure
The second fanbook gives Kumogakure a population size of three out of five stars, a military strength of four out of five stars, and an economic strength of five out of five stars. It has the highest total of the five main shinobi villages, possessing the greatest economic strength and only rivalled in military strength by Iwagakure.
Konohagakure

For each of these villages i'm going to have one head of the village ninja of my choice that can't be traded, i'm going to try to make them as close as possible in strength.
Sand: Gaara(most well known kazekage, most feats)
Stone: Mu
Mist: 2nd Mitzukage
Cloud: 3rd Raikage
Fire: Tobirama
The country with the least military power goes first, the following ninja are prohibited: Hashirama, Madara, Obito, Featless Shinobi unless like Mangetsu and Suigestu where they have about the same style and its obvious. All Chunnin + Shinobi are allowed to be chosen, the leader is going to choose a ninja they can personally work well with as a team, looking at the end of the draft to have great teamwork and combination attacks.
