Well, you could say not killing Naruto was simply to spite Itachi.

Okay? Unneccessary comment. The OP specifically said how the Uchiha's killed their best freind for power.

In VOTE 1 Sasuke choose not to kill Naruto for power,and in VOTE 2 Sasuke was not trying to kill Naruto for power.

The whole world was in the cycle of hatred,and revenge. Sasuke was no different. It's not like everyone got along,and some Uchiha's decided to do bad things.

There was already multiple world wars,and clashes such as the Sand teaming up with the Sound to invade/destroy Konoha.
