That's true. I agree. Though the question is whether the Three-Tails will use it. The Nine-Tails didn't, or maybe even couldn't use a TBB while under her Chakra chains.

It's all dependent on the scenario. If Kushina uses her Chakra Chains before it points a TBB at her, she basically has the upper hand. But there isn't any way she can defend herself against a TBB, no.

So to a certain point, I agree with you. It's questionable whether Kushina could handle the situation on her own, yet it's not entirely impossible either.

Kushina wouldn't even have needed to do anything. Both Jiraiya and Minato are seal masters with summons large enough to hold the Sanbi down while they seal it.

Considering it was only the three tails, and it needs neither a baby as a container nor an actual person for that matter. The plan was a failure from the get go.

Bunta couldn't even hold Shukaku for long, I doubt he could have held the 3 tails long enough for a sealing ritual to be performed. Kushina probably could use her chakra chains but I don't think the village would have wanted to risk he death to stop the beast or if Kushina had that much skill with the chains at that time (she probably did). Also, when has Jiraiya been shown to be a seal master for Bijuu sealing? and when has Minato shown a sealing jutsu that doesn't kill himself? I don't think it would have been that easy for the Leaf to stop the 3 tails. It definitely would have weakened the village. That was the Mist's goal.
