Luffy and Zoro will be low S class but Luffy will need to climb the ranks to get that far because he's a complete idiot. Zoro isn't dumb as people think he is, but his sense of direction makes him appear stupid.

This is a little tough though.. because what about Haki?

If Luffy's King's Haki can knock out fodder monsters, and if armament Haki can still block elemental attacks then some of the rankings you gave are way too low..

And putting Sanji above everyone makes no sense.. intelligence isn't THAT big of a deal when it comes to the S class rank Heroes.. I mean just look at all of the current S class Heroes in the OPM manga now.. lol King for example has his rank based PURELY on luck alone..
