Before Kaguya even ate the fruit she didn't even have chakra, chances are she was probably a normal woman (if she's human).

If she became a God when she was presumably nobody, imagine what naruto or Sasuke would become if they ate it. They'd probably be able to shatter earth with the flick of a wrist

Wait, why would Naruto and sasuke be any different from Kaguya eating the shinju fruit ? All of them would be normal humans without any superpowers whatsoever before the fruit. The Abilites and Power gained from the fruit should be exactly the same.

Perhaps he means that Naruto and Sasuke are able to put up such a good fight against her while weaker so
