Why would Shisui need Hashirama's cells to use his KA?
The Uchiha tablet does not explains that you need the Senju cells to use your MS techniques.
Danzo needed hashirama's cells because he wanted to restrict the loss of chakra from the ten sharingans on his right arm.
It can be possible that except for the original user, Shisui, others need powerful chakra to recover the MS to use it again since Shisui is the one who was gifted that technique depending on his abilities. Also hashirama is an exception case.

We already saw KA in action - Danzo used it to make Mifune offer him as the Leader of the Allied Forces. It's uncounterable, I think Shisui can solo anyone in the NV.
