If Sasuke's plan was to succeed, how would his system work?

If he killed the 5 kage, kept the bijuu sealed in 9 mini moons, and killed Naruto....Where does his plan go from there?

Option 1: Would he simply continue the system (5 villages, each with a kage. Minus Bijuu and current leaders?).

Option 2: Would he go for a totalitarian rule where the hokage is the surpreme leader, and his sub leaders (the other 4 kages) would be his puppets?

Option 3: Would he make Konoha the superior village, with all authority/executive decisions over the other 4 nations?

Option 4: Would he disband the 5 nations altogether, and have them all assimilate in to one?

Option 5: Other, he plans to do something other than the 4 options above.
