Sasuke sees more ideal world. He wants to stabilize the world and rule the world in a different way. Not by the rule of force, but by the cruelty of the laws.
That is what Sasuke is thinking of.

Sasuke is unlike Madara who desires for power.
Sasuke wants order and stability. Basically, he wants his clan and his family back.
That is a mark of order and laws.
He could be a good ideal ruler.
