Bijuus chakra is not a must have requirement for Indra's Arrow. It was just a temporary necessity since Sasuke was low on or out of Six Paths chakra. Sasuke can use his Six Paths chakra which is the same power as Bijuus chakra combined (Juubi's chakra) for creating Indra's Arrow, no problem.

When did it state sasuke was low on sage chakra? Never stop making excuses if sasuke was low on chakra Naruto was way lower sasuke even stated this . The obvious doesn't need to be stated, my friend. If Sasuke wasn't low on Six Paths chakra, then why was he losing control of his powers just a little later down the line? It's because at that time, when he was fighting with taijutsu, his chakra was almost ended, and prior to that, when he decided to pull up Indra's Arrow, it was low, that's why it almost ended just a little later.

What u consider obvious is assumptions because it hadn't been shown and sasuke was losing control after he used Indra arrow not before so that's irrelevant and what I mean by Naruto being lower on chakra is that sasuke said he had more chakra than Naruto and u said sasuke was low on chakra so if u Use ur brain that would mean Naruto had even less chakra and kurama runs out of chakra also he doesn't have infinite and sasuke had the other half of kurama and the other bijuus are u saying having kurama equals all that ?And wasn't momoshiki killed by ninjutsu ? How is that irrelevant? It's perfectly relevant, because Sasuke used the Bijuus chakra for Indra's Arrow, not his own. And if he didn't use his own chakra on Indra's Arrow, and still was out of chakra after Indra's Arrow, then it's pretty much obvious that he was already low on chakra prior to using Indra's Arrow.
His own chakra reserves remained same before and after using Indra's Arrow because he didn't use his chakra for it but rather he used Bijuus chakra. And despite that, if his chakra was almost over afterwards, then this fact clearly implies that his chakra was extremely low from before. What's so difficult to understand here?
Sasuke never said he had more chakra than Naruto. He was counting on the tailed beasts for more chakra, his own chakra was much lower than Naruto. He fought confidently despite having lower chakra because he had tailed beasts for more chakra whereas Naruto had no surplus chakra reserves.

If Sasuke can create Indra's Arrow using 9 Bijuus chakra, he can also create it using his own Six Paths chakra.
