Leading a team isnt leading a country, and there can be great ruler without benevolence. If there are too many Karin stabbing and Jugoo and Seigetsu abandonment then there wont be many people who want to be under his rule.

Still I will entertain your notion ... Please list his great leadership and administrative skills.

What I meant was the organizational skills of Sasuke. He could organize a team and know which people to pick for the team. Also, you don't have to be that great of a leader to reform the system. You just have to be competent and I don't know how anyone could say that Sasuke is not at least competent.

So instead of Raikage, Mizukage and all we will have Agriculturekage, TradeKage, Policekage etc ..... how is that different from the village system? Tradekage might get into fight with Policekage about any random reason and start a conflict. How is the system reformed then?

Sasuke probably knows how to pick the right people for the right job as I said just now that he knew which people to pick for the team. Also, I said before, just drop the fighting parties in a Chibaku Tensei orb.
