If Sasuke has a second Rinnegan, he'd be OP

If Sasuke refines this power, he can teleport parts of things.

This way, he would teleport Madara's molecules to different locations. Essentially atomizing him.

Sasuke didn't unlock rinnegan it was given to him by the sage himself. That is why his sharingan is on and his rinnegan is on too.

He knew about Limbo, he just couldn't see it. We don't know if this new speed is related to the Rinnegan, and seeing as no one else has shown increased speed as a result of the Rinnegan we have no reason to suspect that its the Rinnegan providing Sasuke with this.
