Realistically speaking, progress isn't met just because the bar is higher. Ninja were already fighting for their own secluded worlds(clans) to continue existing in the warring states, and we see that the best that pressure put out was EMS Madara and Hashirama. I guess they could progress in regards to technology though. If Zetsu could prove a threat, imagine a bunch of fodders equipped with ninja tools.I see what you're saying, but the world needs to learn to defend itself. Humanity can't really progress if they always rely on one guy to fight their battles for them. The truth is, shinobi are already too weak as it is in comparison to Naruto and Sasuke.

How is it that even base Naruto is so much superior to them in even basic taijutsu?! Sasuke is understandable since he has sharingan and rinnegan, so there is precog involved. He also has choku tomoe which apparently grants swift movement as stated by Madara.
What is the excuse with base Naruto though? He wasn't in sage mode. He wasn't using Kurama's power or rikudou power. Yet even in base he still managed to put up more of a fight against Momoshiki before going into his mode.
My point is:
The world, in some sense, could actually use the absence of Naruto and Sasuke. That way, they will be pressured to progress on their own instead of relying on the local guy with the super eyes or the local jinchuuriki.

Your argument can only work if you believe clansmen didn't love the other members or fear for their safety in a time of endless war. There was definitely an existential threat against them all. The only difference in the current scenario is that the enemy is stronger(the bar) & that there's more shinobi(teamwork) to fend off the threat. I don't believe Sasuke would stop informing kages of coming threats just because he's immortal either, so the reality of the situation isn't something that would fade with a living legend to attest for it. sasukes idea of shinobi is guts and endurance but Naruto feels that the way life has evolved and changed its almost like people don't really need ninjas anymore or rather ninja have become soft and too millennial like (entitled, lazy, self absorbed),tbh its kinda true bourto gen is really fucken peacefully, economy is good, crime is shit, and the internet is a wild thing.Not leaving things up to the new gen is exactly where Madara failed in.
