Sasuke would have to kill 80% of the village if its left up to voting. He would never get voted in. No one wants a leader that thinks of his subordinates as fodder. Reality is that Sasuke could not beat many ppl in a political race. At this point Sakura has a better chance.

Depends, if it's current Sasuke then it wouldn't make sense since no one acknowledge him as a comrade (only Naruto and Sakura) or as a Hokage so it wouldn't make sense. The villagers were saying Naruto should be Hokage back when he beat Pein, Naruto have been acknowledged by the Kages, Tobirama, Hashirama, Shinobi Alliance, Obito, and Itachi.

Sasuke currently can't be Hokage, he is still seen as a international criminal, attacked the Kages, killed a Hokage candidate instead of going through their legal systems, attacked cloud village, giving the portion of the 8 tails chakra to Obito allowed for the Juubi to be revived with resulted in the death of Shikaku, Ino's dad, Ao, and everyone else in HQ plus the village that was destroyed and Neji's death.

If it's years later and Sasuke has changed like Gaara did then I can accept Sasuke as Hokage because like Gaara, it means he have changed his ways, worked hard to gain everyone's trust, created bonds with them, and puts them before himself. Sasuke needs to work his butt off to make up for what he has done and caused, helping to beat the threat doesn't makes up for helping cause it since many people died in the process and it's a world wide problem so he needs to gain the forgiveness of the other nations people and leaders as well.
