I believe Sabo is alive and now one of the revolutionary commanders.
Many people think he is dead , but the fact dragon met him leads me to think he was saved.
If this is true then he will have been weaker pre timeskip , but he probably has very powerful haki seeing as he always beat luffy and was aces equal (before cunsumption of the mera mera no mi).
lots of people appear to be reminiscent of him
e.g.
NEXT: HE was on a manga cover , forshadowing he is genuinely alive (possibly)
if he is alive he will be with the revolutionaries
Sabo even as a noble ; hated his life style and ran away from home , his dislike of his heritage caused Dragon to sympathize him , he got into dragons good books
He ; hating his heritage pretty much hated the hierarchy (linked to how revolutionaries are trying to destroy the world government) , these shared views could easily mean that Sabo (if he is alive) , joined the revolution.
And if the masked man in the picture is Sabo: the answer to your question : Why is he with doflamingo?
He is keeping an eye on the underworld , a spy , if the underworld too is after the WG then maybe doflamingo has the same goal as dragon , but the converging sides could ruin the entire plot and cause it to fail , as a spy his intel could be sent back to the revolutionary HQ.
Just a wild and crazy idea i thought of , but i genuinely believe Sabo is alive.
