If Root still existed would Sasuke be a capable leader?

Yes, he already proved it by infiltrating Orochimaru's layer and then killing him. But if he became the leader Root wouldn't be as dark as it was under Danzo. Sasuke would just send his underlings to search for threats rather than creating them to benefit Konoha's political influence

Not his style in my opinion but he's well beyond capable of leading the organization. Sasuke is the type to solve problems on his own, which is a character flaw.

of course , but to tell you the truth , I expected that Sai would be the leader since he was a former member . right now we know nothing about the root since Danzo died

That changed after VoTE 2 though, Sasuke always had the leadership qualities required to lead ROOT but unlike Danzo he isn't obsessed with having control over every village. He's the perfect candidate to create a new generation of CIA-type organization

Root was literally just Danzo's private army in the same way Oro had the Sound village. It seems the program disassembled and turned to the ANBU and other Konoha factions upon his death,

ANBU later become pseudo-villains in the same way the Foundation were and have to be dealt with by Hokage Kakashi and Sakura, as Shikamaru describes in these same books: ANBU and FOUNDATION are institutions that are slowly being phased out as there is little need for them anymore.

The goal is to create a world where ninja in general are no longer needed so naturally these groups would be the first to go.

I don't disagree entirely.. I too think Sasuke has always had potential to be a leader, a successful one at that but I don't think he ever wanted "control" over the village system. He fact wanted to destroy it and it's leadership; then replace it with something of his own that wouldn't divide the NV.
