I believe susano is a MS tech from what I have seen. The only part that was now a MS tech in PS was maybe when it stabilized.

i believe size is dependent on how much chakra you put into it
so madara's will always be the largest susanoo weve seen, past, present future, because of his senju enhancements

but in terms of technique use i believe sasuke can achieve ps, although it will look different from madaras entirely , probably have wings or something

sasukes would be no where near that powerful or big. madaras is only that big because he has the greatest chakra ever in the uchiha clan and he has hashiramas cells to enhance his abilities. also i really doubt that PS is the other EMS ability
