If people are the ones to choose the Hokage, Naruto is not win; Sasuke to succeed

You can see almost all of alliance support Sasuke.

Given this evidence, I do not understand why people say that ninja appreciate Naruto way more than Sasuke;s way.

If Hokage is chosen democratically, then Sasuke win.

If it chosen by who is the stronger, then Sasuke win.

Naruto is no chance to victory for Hokage seat.
