You forget most kunoichi aren't great shinobi only a handful are better than ten ten and let's not forget she uses the sages fan and used it well since she is a weapons master and used it at least 5 times, now part 3 means a time skip and that means more efficiency and chakra reserves and chakra mastery, meaning she will master the sages fan which can use all 5 elements and we saw her with the other sage weapons and a time skip in part 3 means more proficiency with them so it's clear she will easily make jonin and be a legitimate threat.
