Velocity Doesn't Equal Power...Mass*Velocity= Momentum...Meaning that the lighter he is the Faster he can move...Bt pretty much His Average Momentum would reduce thus he wud be faster but the impact of his hits wud be drastically reduced...And also Naruto Can Never be faster Than Kakarot becuz Kakarot Has Instant Transmission
