It's unlocked after you unlock the double Mangekyou in your eyes. And we do know that Obito and Kakashi's Sharingans had different Kamui abilities. So he'll have Susanoo.

Well he actually used a Pseudo Infinite Tsukuyomi in the movie if that counts and who knows if he has Amaterasu he possibly could cause i don't think Madara has been shown using but he still has Susanoo therefore Obito could be hiding it and he probably dosen't use it because it didn't suit his fighting style.
