When it comes to performance in battle or in the wake of a life or death situation, Sakura has always succeeded when called upon.

Instead of arguing on the obvious -- Sakura was asked one question by her own daughter, and reacted in a way which would make someone unsuitable for ruling anything. She's irrational, unstable, not logical, and the list goes on.

Me listing previous threats was a way to demonstrate how underprepared Shika would be for the job, given his skill set. Kakashi would be too to be honest. I doubt sharinganless Kakashi could do any of the things his predecessors Kage did.

You're right, but some (Sakura, Lee) would definitely perform better than other.

Buts that not relevant in times if peace if worst comes to worst let Naruto handle it.

Sees Shikimaru: Yes, that'd make sense.

Sees Sasuke: Yes, that'd also make sense. A redeemed Sasuke is actually a good candidate. (not practical thought because, you know, he threatened to slaughter the entire village women and children included)

Sees Shino: Meh. Nothing to go by for him.

Sees Sai: Meh. He doesn't come across as the leader type.

My vote goes for Kakashi refilling his role. Shikamaru is the best candidate but I don't feel like he can really protect the village and Sasuke is going to do some real shady ish aha.
