Actually, defending the village from attackers is part of the Hokage's job. Something Shikamaru has never been able to do. Also his intelligence in battle has never been that impressive. Look at other geniuses and the calibur of warrior they are, Minato, Oro, Sasuke, Kabuto, Kakashi, Hiruzen. Then compare other OP ninjas who were originally antagonists to the Leaf, ninjas from Kumo, Tsuchi, Akatsuki, Suna. The list is rather short of opponents Shikamaru can actually beat.

The Ino-Shika-Cho formation has Choji as the tank, Shikamaru as support and Ino as the bridge that links the two. Shika is a support ninja, not Kage material.

Gaara and dauri sure, but def not kuro or chojuro. Shikamaru is a tatical genius and is doesn't require ino-shika-cho. He is far from a support character having fought 2 akatsuki simultaneously twice and having killed one of them. his shadow stitching jutsu doesn't require support and his intelect can help him devise a plan for any enemy he faces.

To bad half of the villains you named are dead and that the situation with the kages happened when the villages weren't on great terms unlike now. Plus none if the rookies bar Naruto and Sasuke can beat Oro but Sasuje is still a shitty candidate due to what he fine in the past.

Me listing previous threats was a way to demonstrate how underprepared Shika would be for the job, given his skill set. Kakashi would be too to be honest. I doubt sharinganless Kakashi could do any of the things his predecessors Kage did.
