Not much since they heavily relaid on their unnatural strength really, like the ability to jump from tree to tree and etc.

I'd say they're guy/Ibuki level with said restrictions since they have basic ninja martial arts.

I think only Gai and Lee would actually put up a fight in terms of skill.

Maybe they hyuuga aswell if we replace gentlefist with the real life fighting style of pressing the pressure points of the target(don't know the name) kinda like gen since he actually rivaled akuma.

Akuma has never gone full power before, however the official storyline describes what he would be like if he were to go full power. In the storyline, Akuma talks about it briefly to Gen as they fight. Gen believes they are equals, and Akuma tells him that even though he respects Gen's power, Akuma is barely even using any of his own... Oro, from Street Fighter III, is equal to Akuma in power. Officially, he is Akuma's spiritual opposite, reprisenting good instead of evil. Even though Akuma isn't actually evil at all.
